Desperate Times

From Jan-May 2014, NCR has accumulated more than 520 crimes involving riding in tandem groups. Of the 520 crimes, 37% were committed in Quezon city. This prompted the QC and Mandaluyong city to pass new ordinances in an attempt to curb the alarming increase in criminality.


These ordinances will take within the month of August 2014. Offending motorists will be arrested and penalized as detailed below.


Quezon City Ordinance

In Quezon city, motorcyle riding in tandem will be required to:

  1. Wear a safety-vest or any type of sleeved clothing with printed plate number of the motorcycle that they are riding.
  2. The size of the letter and number must be 6 inches in height and 1 inch in width.

Penalties

1st offense - Php 1,000 or 5 hours of community service.

2nd offense - Php 2,000 or 8 hours of community service.

3rd and succeeding offense - Php 5,000 or 1 Year IMPRISONMENT, or BOTH (at the discretion of the court).


Mandaluyong City Ordinance

In Mandaluyong city, motorcyle riding in tandem will be prohibited/unlawful when the back-rider is not a first degree relative (spouse or children).

Penalties

1st offense - Php 1,000 or 1 month IMPRISONMENT, or both (at the discretion of the court).

2nd offense - Php 3,000 or 3 months IMPRISONMENT, or both (at the discretion of the court).

3rd and succeeding offense - Php 5,000 or 6 months IMPRISONMENT, or BOTH (at the discretion of the court).
